Footnote 2: The Allied Naval Council was formed in January 1918 to “secure and ensure the closet touch and most complete co-operation between the Allied Navies.” It consisted of the Ministers of Marine from Great Britain, France, and Italy, and representatives from Japan and the United States. VAdm. William S. Sims, Commander, United States Naval Forces in European Waters, was the American member. The Council met in Rome each month, and while it could not overcome all the differences among the Allied nations, it did contribute to effective naval operations.
